I assume you mean the Administrative State. As a high level
alum, I definitely have to agree. If we (collectively) didn't
like a executive or legislative mandate, we simply didn't implement
and/or enforce it. Self policing organization so you can
guess about the people assigned to the enforcement sections of each
agency. Hiring authorities aren't in a huge rush to put in people
who will constrain the power of their bosses.
Any other alums out there will know about the dotted
line game played with agency org charts. There was always a dotted
line from the policy enforcement official around their day to day
COC to the Agency Head. The fallacy being pushed here was that the
agency head (e.g. The Director of the FBI) always had impeccable
judgment and fealty to the nations rules and regulations and was
not swayed by personal relationships within the agency. Yeah right.
Guess how well that works out in actual practice?
