URGis not a bad pattern, it has a nice base, so it it breaks
on good volume, I could see it going to 1 pretty easily.
However since it's small and thin, keep position size small and
make sure a breakout is accompanied by good volume, here's a

for our Canadian friends: URG is trading also on the Toronto Exchange under the symbol URE.TO and better for volume too.
