Fed funds rate prediction of a rate hike in September fell to 10% earlier today (pre-FOMC). I re-iterate the likelihood of 2016 at the earliest.
What fed says (or pretends to say) and what they do, dont have to be one and the same.
A rate hike in September (or continual discussion of it) could be the catalyst for a big plunge.
With all the turmoil in the world markets, I will be shocked if they hike in Sept.

yes, in 2016, they will change the likelihood to 2017, and so on....
