At 12:30 with the Fed minutes, in the past has the direction (up
or down) been one way and consistent or has does it whip
saw up and down for the first few minutes or hour until a
clear direction is established?

guess short covering , stops being triggered, scrambling to take a position and traders offing themselves churns the market for awhile.
