pullback for the metals but is barely moving the price of oil or
gas.
It is hard to understand how or why TPTB would risk a flood of
bond money into equities,knowing that a flood will turn into a
tsunami of malinvestment.

Question for better chartists out there: I think I am seeing a
cup and handle on DBA looking at a 4 year weekly chart. Could
others please take a look?

I too have noticed the same issue, Tvix not trading 2X the Vix
and somedays down 4% with Vix up 4%; must be difficult to manage
futures/options with all the whipsaw. Most accurate when trending
in single direction for a few days.

With a typical cup and handle, would you expect to see a pattern of increasing volume on the right side of the cup?
