The point is that the outflow estimated for September based on
the first two weeks of that month exceeds the prior three
months combined inflow. Institutional buying and selling
largely determines market direction, thus this is an
important indicator, though of course one to be taken in context
with others.

I wouldn't take that chart too seriously. They were selling more at the bottom.
