The US / EU / IAEA are all increasingly frustrated by the lack
of disclosure coming out of Japanese ministries. Uncertainty is
going to heighten fear, especially with nuclear energy. Which
direction are surprises likely to be in? You have to assume
negative until there's clear evidence that things are under
control.
