South Korea has done well with accurate, widely available
testing and contact tracing. Even so, they've had some issues with
reopening. This virus not an easy foe, which makes the subject
vulnerable to conspiracy theories and outright lies for political
motivation (and, even worse, for clicks/views by some "news"
sources). Likely happening from both sides of the issue, to some
degree.

The virus is carried on saliva, primarily, and masks block spit.
However, if you're in a confined space for awhile with
someone who is infected, there is a good chance that a higher
concentration of smaller particles of moisture will get into the
air as you breathe, potentially bearing viruses.

Anything that blocks droplets coming from the wearer's mouth
helps prevent the spread of disease to those around him. Most of
these masks are more for the protection of others, not the wearer.
That is why we're told to wear them; out of respect for those we
come in contact with. A bonus is that if everyone wears them in
public, we'll all have a level of protection from others who we
meet that might be contagious.
