I've tried to buy FCEL three times in the last couple weeks in
my Fidelity Roth IRA, and each time I get this error message -
"Opening buy orders are not allowed online for this security". I
can call Fidelity, but anyone else having this problem, and is
there a way to avoid it and buy? Never had this problem before.
we discussed that a couple weeks back, Fidelity and a couple
other brokers make you call them, IB and Tradestation, Tasty Trade
fine, I'm sure others too, kind of a reason to have more than one
broker if you can for stuff like that

Schwab has some high risk/penny stocks that can only be placed with a broker. probably similar?

Yes they do however I was able to fill a trade just using chat line after they verified my identity, commission free
