not sure why, suppose you always will have leaders and laggers    NBR is part of the PXJ etf which is actually doing better than XLE  see picture  ( source  G. I. )    -  if it's a real inv head and shoulder, this just should have been wave 1 and 2 of the right shoulder happening.  it might pop up above the trendline  in a wave 3 where it will show more strength - just a thought  on the other side, it's already up 25% from the bottom
